The bill description: 'FEAST OPENING FOOD 8/13".  The Saint Joseph Feast opened on September 4th.  So, what feast opened on August 13th for the Lodi politicians?

The Lodi taxpayers paid the bill.  Were the Lodi taxpayers offered the food?
