In any real community, elected officials would encourage
residents to attend a presentation on a $7.5 million project.
In any real community, public input would be a
must. A referendum would be used even
if not required (non-binding).
In any real community, a public notice would have been used
to inform the residents of the $7.5 million dollar presentation.
In backroom Lodi, the presentation was never even
mentioned on the May 25th meeting agenda.
But it was listed on Licata’s “Old Business” so the public now knows that the presentation
took place one month after it actually did.

in advance that Scott Mikalick would be in attendance to present the final
plans. Joe Licata knew in advance that a
vote would be taken to approve the final plans.

The agenda was posted on-line one day before the
meeting. There is no way that Joe
Licata did not know at the time that there would be a presentation and a vote.
How can you submit plans to the Department of Education without posting a Resolution?
What type of Department of Education would approve those plans?
