Being many public schools aren't currently open (for John Hogan to register students to vote while self-promoting himself), John Hogan has to find something else to do to fill a supposed County work day.  So he stands on bridges and behaves like a child.  He is so boring, I am surprised people weren't jumping off the bridge.
