Judge Toskos allows the Mayor and Council to vote with conflicts on Scorzetti’s contract…

As you get to the analysis, you can see that the criteria for using “Doctrine of Necessity” was the only thing considered.  Wrongdoings and misrepresentations by the Mayor and Council, Caruso, and Scorzetti were not considered.  They were deemed irrelevant to the discussion of “doctrine of necessity”.


As I am quoted in the decision:  “Doctrine of Necessity does not make conflicts disappear.  In fact, it encourages more nepotism and political patronage.  It is a form of legalizing corruption”.
