Marc, how is that $95 printer working out?

At the August 20, 2013 council meeting, the mayor and council awarded TWO no bid contracts:

3. Resolution No. 13-129 authorizing Mayor Schrieks to execute an agreement with JNP IT Consultants, LLC for the provision of Professional Computer Services as Information System Management Consultant/Technical Computer Consultant to the Borough of Lodi for the period of July 1, 2013 through June 30, 2014.

4. Resolution No. 13-130 authorizing Mayor Schrieks to execute an agreement with All Covered f/k/a United Computer Sales and Service, Inc. for the provision of Professional Computer Services as Information System Management Consultant/Technical Computer Consultant to the Borough of Lodi Police Department for the period July 1, 2013 through June 30, 2014.

Last year and in years prior, Lodi only executed one contract for the provision of “Professional Computer Services as Information System Management Consultant/Technical Computer Consultant”.
 
The council was questioned why Lodi needs two this year.  Their response was “All Covered” was better for the police department.  The council was told that if "All Covered" was better for the police department, maybe they would be better for the whole job.  The council responded that “All Covered” is located in Cherry Hill and JNP is located in Hasbrouck Heights so its beneficial to have two because of location.
 
The council was questioned on what JNP’s $2000 “Monthly Maintenance Service” covers by contract.  Lodi Mayor Marc Schrieks couldn’t answer.  Mr. Schrieks was told that many bills are submitted besides the $2000.  Examples stated were:  “Install monitor DPW $190” and “Install new printer Rec Department $95”. 
 
Marc Schrieks said he believed that JNP did not charge to install these items but rather charged for the actual items themselves.  Marc was told that $95 seemed low for a printer for the recreation department.  Marc said something like he just bought a printer for a similar price.
 
Page 5 of the August bills shows that the printer for the recreation department was purchased for $240.29 from CDW-G LLC.
 
So once again, is JNP billing Lodi to plug a wire into a computer?  There have been many bills to “install” over the last year besides the $2000 monthly charge.  Is Lodi getting its money worth with these consultants, or there is no accountability because the owner is the Garfield school superintendent’s son?
