Why is Sheryl Luna Receiving "Retro Pay" When Nobody Can Tell You When She Works in Borough Hall and She is Not Part of Any Recently Approved Labor Agreements?

It appears that the employees on the October 30^th payroll receiving “RETRO" pay were part the new “White Collar Dept Heads and Supverisors Agreement” with the exception of Sheryl Luna and Sharon Salvacion:
