"If freedom of speech is taken away, then dumb and silent we may be led, like sheep to the slaughter."- George Washington
April 10, 2025
The Honorable Mayor and Council
Borough of Lodi
1 Memorial Drive
Lodi, N.J. 07644
Dear Mayor and Council Members,
It is with deep disappointment and a heavy heart that
I write to you during a time of profound loss for my family and me. My father,
Richard E. Desimone, recently passed away. He was a decorated and dedicated
Lieutenant with the Lodi Police Department, a respected mentor to many,
including the current Chief of Police, and a man whose impact extended far
beyond his years of service.
Despite his exemplary record and lifelong
contributions to this community, no representative from the Lodi Police
Department entered the funeral home to pay respects to my father or our family.
This absence was not only disheartening—it was deeply disrespectful to his
memory and legacy.
What makes this even more painful is the belief that
this was a retaliatory act, tied to my father’s unwavering support of my
cousin, Theresa Grillo, a current and honorable officer with the Lodi Police
Department. It is no secret that my father stood by her during her legal battle
with the department, and the failure to publicly acknowledge or attend his
funeral feels like a direct result of that loyalty.
There was no social media tribute, no department-wide
acknowledgement, and no attendance from those he mentored or supported,
including Chief Donald Scorzetti, Deputy Mayor and retired Detective Sergeant
Vincent Martin, and retired Chief and former Borough Manager Vincent Caruso.
All three men knew my father personally and professionally—yet none showed up,
nor issued any kind of public recognition of his passing.
This kind of behavior not only tarnishes the values my
father stood for but also reflects poorly on the leadership of the Lodi Police
Department and the borough as a whole. A man of his caliber and service should
have been honored without hesitation—regardless of internal politics or
personal loyalties.
Please understand: I will forever be my father’s
voice, and I will ensure the Lodi Police Department is held to the highest
standards, the very standards my father lived by. This issue goes beyond
personal grievance—this is about the principles of respect, honor, and
community that should define our town.
I hope this letter is taken seriously and spurs
necessary reflection within our local leadership.
Sincerely,
Debra A. Simpson
Daughter of Lt. Richard E. Desimone, Lodi Police
Department (Ret.)

Negotiations for the Board: Laura Cima
Negotiations for the Secretarial Association: Denise
Pontillo
The taxpayers of Lodi should review the political activity of Denise Pontillo and her family for Laura Cima’s campaign during the time period of March 25th. Think about how Cima and Pontillo were “negotiating” this contract while they were running a political campaign together.
Lodi is not being fairly represented by this Board. This Board is run on nepotism and political patronage. Denise Pontillo is Michael Cardone's sister-in-law.

In 2019, Interim Superintendent Kathryn Fedina told the
Board members that began negotiations with the Account Clerks Association that
they should not be negotiating. She
explained that the employees in the Business Office and Superintendent’s Office
were deemed “CONFIDENTIAL” Secretaries/Employees and could not be part of a bargaining unit. She explained that they would have individual
employee contracts. She stated that she
discussed the matter with Matthew Giacobbe and would be addressing it.
Six years later, they are still negotiating as a bargaining unit. Was Matthew Giacobbe wrong then or
is Matthew Giacobbe wrong now?

This Resolution has directly led to record low voter participation in Lodi Board of Education Elections.
Nancy Cardone knowingly and deliberately lied with her Resolution for the sole purpose to maintain power so she can continue to add even more family members to the BOE and Borough payroll (as you will soon see).
It's one thing to lie on campaign mailers. It's another to lie on Board Resolutions. The Board Attorney and Business Administrator should be held accountable for their participation in presenting Nancy Cardone's fraud on the Resolution posted above. It was a very costly lie.
The Lodi Taxpayers should not be paying tens of thousands of dollars more each year just so nobody will vote and Nancy Cardone can hire more relatives.
The Lodi Taxpayers should not be paying a dishonest Board Attorney and Business Administrator to draw up Resolutions that list the exact opposite outcome of what is intended.

The numbers in my title were taken from the State Department of Education link below:
Michael Rinderknecht and Nancy Cardone should explain
to the public how much Lodi school taxes would have increased in the last 5 years
if Lodi's aid remained flat while they increased their budget by $26,677,379 or
43% (61,582,255 to $88,259,634).
Phil Murphy took millions of dollars in aid away from towns
that voted against him and transferred it to towns like Lodi. Phil Murphy will be out of office next January. If the Lodi BOE is raising taxes while receiving
millions more in additional aid each year, what do you think is going to happen
next year?
It is so insulting when people like Nancy Cardone and members of her political group tell others that their bloated budgets and tax increases are “for the children”. Nobody has enriched themself and family more than Nancy Cardone.
Nancy Cardone may say "it's for the children", but she
has also spent your tax dollars quite lavishly on administrators that took care
of her family.
She had no problem giving Doug Petty a $27,000 raise
before his contract was up:

She had no problem giving Michael Rinderknecht a 36,670.08

These greedy, self-serving hypocrites can spare the
lectures about who is for the children. Because
it clearly is not them.
After spending thousands of Lodi tax dollars on an attorney
for herself, Nancy Cardone was still found guilty of ethics violations for her
involvement in contract negotiations for her son.
Nancy Cardone should be extremely happy with just an
ethics violation because things have taken place that appear criminal in
nature.
Nancy Cardone is an extremely unethical person who has used our school system as a personal employment agency for herself and family.
I received a mailer this week from the campaign
chaired by Nancy Cardone. ELEC is showing
that Nancy Cardone has not listed any contributions, contributors, or
expenditures. The mailer didn’t pay for itself.
Nancy Cardone clearly thinks that she can skirt the law because she
has gotten away with so much for 8 decades. Nancy Cardone has always taken money
from people with business before the Board and she has always voted with
conflicts of interest. Since Nancy
Cardone is not reporting (required by law), I will list some her political
groups’ big donors in recent years in case anyone forgot.

The Lodi voters should be aware that when Nancy Cardone disclosed her contributors, the public was able to see the clear pay-to-play abuses, the conflicts of interest, and the ethics violations. And that is why Nancy Cardone chooses to violate the law and not be open and transparent.

Maybe Seton Hall should teach its PhDs how to file a campaign finance report. Maybe Seton Hall should require its PhDs take a class on Ethics. Maybe Seton Hall should teach its PhDs to be something more than a bump on a log. It's very scary that someone that wants to be called "Dr." is led around by someone called Nepotism Nancy.
