The Lodi Mayor and Council delayed a county ordered Revaluation until after their Election.  Revaluations are very costly.  I can’t find any amount budgeted for Lodi’s ordered Revaluation in the recently adopted municipal budget:

How much can Lodi borrow for expenses that are well known before budget adoptions?  Interest rates are very high.  Excessive borrowing to claim taxes didn't go up at Election time leaves Lodi with an artificial tax rate and a financial mess not far down the road.

Marc Schrieks requested an extension because the "vendor" he engaged would need some time to upadate the Tax Maps.  The "vendor" Marc Schrieks is referencing is Gary Paparozzi- a former appointed mayor of Lodi and a current full-time Borough Employee.

What qualifies Gary Paparozzi to update tax maps?  The only experience Gary Paparozzi has with Tax records is from when he drastically lowered the assessments for himself and others "in house" while raising taxes on everyone else.

Gary Paparozzi is a full-time employee of Lodi and holds contracts with Garfield, Saddle Brook, Paterson, etc.  When is he supposedly updating tax maps for Lodi?  How can Lodi pay someone simultaneously as a full-time employee and as a “vendor”?

How did Marc Schrieks solicit proposals for updating tax maps?  Why did Gary Parozzi need more time when towns a lot larger like Fair Lawn and Teaneck did not seek extensions (only Lodi and Bergenfield received extensions).

How much does Lodi plan on paying Gary Paparozzi to update tax maps and why would you need an emergency ordinance to fund his payments?  The Lodi Mayor and Council have no money in their budget for any transfers when you have hundreds of thousands of dollars for Donald Scorzetti’s personal vendettas and enough money to place every member of the Luna and Martin families on the monthly payroll?

Lodi is a cesspool of corruption as our State agencies continue to look the other way.

A Revaluation Should Be a Public Discussion. Why Was the Subject Hidden in Closed Session Minutes of the Lodi Mayor and Council? (Post Date: January 16, 2023)

 


Revaluations are discussed at public meetings throughout Bergen County.  They appear on Mayor’s pages.  They appear in news articles.

 

The Lodi Mayor and Council apparently received an Order for Revaluation at least a year ago, yet it was never disclosed to the public.  Lodi’s last revaluation was in 2004.  Around 2007 and many years to follow, there was an economic downturn and declining home values.  Many tax appeals were being filed.  Other Bergen County towns conducted reassessments (not Ordered Revaluations) to address the downturn and create a level of fairness.  Lodi chose not to conduct any of its own reassessments during that time period.  Instead, Tony Luna, George, Reggo, and others were lowering the taxes for all of their family and friends without formal tax appeals being filed.  They did favors for some and passed the cost on to others.

 

The following OPRA request was just submitted because the Lodi mayor and council cannot continue to hide public information in closed session, closed door meetings:

 

1) A copy of the Revaluation Order received by Lodi and discussed in the 2022 closed session meetings

 

3)  A copy of any correspondence between the Borough of Lodi and Bergen County or the State of New Jersey regarding the Revaluation Order (which would include requests for delays)

Lodi residents recently saw Nancy Cardone and her controlled, mindless Board puppets move our November BOE Elections to April for the sole purpose of suppressing voter turnout to preserve their corruption.  They got the results many warned about.  Hardly anyone voted in the April Election and tens of thousands of Lodi tax dollars were wasted.  Nancy Cardone maintained her power, her nepotism, and her corruption.

During that Board race, the "New Voices" candidates posted that they had nothing to do with moving the Elections.  Some told voters during the campaign that they would support moving the Elections back to November.

Last month's BOE meeting minutes have not been posted yet, but it has been reported by people at the meeting that Mikaela Alcala, Joseph Lafranca, and Alcenoval Bautista all voted against moving the BOE Elections back to November.  Their dishonesty while campaigning is sad to see but not surprising. They ran on Cardone's corruption team and are contributing to corruption.  They now share Nancy Cardone's record of suppressing voter turnout and wasting Lodi tax dollars.

During your last campaign for Lodi Board of Education, you and your two running mates, Jocelyn Anderson and John Cannizzaro, sent out a very costly town wide mailer ($10,000?).  You had political signs.  You had other costly campaign promotions.  To date, the New Jersey Election Law Enforcement Commission (ELEC) is not showing one reported campaign contribution or expenditure from you or your running mates.  I attached the only form showing for you (D-2 Form showing that that you opened an account at TD Bank, listing John Cannizzaro as your Treasurer and Carlos Aguasvivas as your Chairperson).

You and your two running mates just negotiated a new LEA contract.  You appointed that committee after Nancy Cardone was found guilty of ethics violations.  You approved the contract with an extra "Side Bar Agreement".  

You are currently appointing committees and signing contracts.  

If you are acting and voting with conflicts of interest, the public has the right to know under the law.  

Who paid for your campaign mailer? 

Who are your campaign contributors?

Why didn't you complete any of required ELEC disclosures?

Why do you feel that you are above the law?

You owe all residents of Lodi an explanation and full disclosure.

The Politician Run Law Firm Receiving Contracts from the Lodi Board of Education and the Lodi Mayor & Council Lists Two Laganas as Partners (Post Date: July 10, 2022)

I saw firsthand that "Cleary Giacobbe" provides inferior legal services at the highest costs. It's public contracts are secured through influence peddling and pay-to-play.  

Taxpayers throughout New Jersey should OPRA the legal bills approved by their BOEs and city councils that use "Cleary Giacobbe".  The public will see that the bills are redacted beyond recognition.  They are redacted worse than bills from any other attorney or firm.  That should tell you what you need to know about how Giacobbe attorneys conduct business. Giacobbe attorneys fight against your right to public records as they get rich on your tax dollars.

Residents living in the towns represented by Joseph Lagana in the State Senate should investigate if their town council or board of education is awarding public contracts to "Cleary Giacobbe". Then they should demand that these questions be answered:

1) Was the contract awarded before or after Joseph Lagana became partner?

2) How much did Joseph Lagana contribute to the political campaigns of those holding office in your town?

3) How much more are you paying in legal costs since hiring Lagana's firm?

4) How does Lagana’s firm deal with public records request (legal bills, etc) campared to prior firms.  

Below are the towns Joseph Lagana represents in the State Senate.  Elected officials in some of the towns have already reached out to me to say that they are dealing with the same issues I wrote about on this blog.  The problems are going to be similar in nature and widespread.

Matthew Giacobbe Really Didn't Want His Hanover Bills Posted on this Blog Because They Could Easily Be Searched. Taxpayers of Hanover Should Carefully Review His Bills, Redactions, and Disregard for the Open Public Records Act. They Should Research Giacobbe's Role in Pushing the Same Transgender Policy that He Billed So Much to Rescind.

Matthew Giacobbe (using Strauss Esmay) misled Boards of Education throughout NJ into passing radical transgender Policy 5756. Then Giacobbe got rich off of the Hanover taxpayers to repeal that very same policy. In 2023, Matthew Giacobbe billed the Hanover Board of Education $111,141. You saw an August bill spike to $28,474 when the monthly bills were around $4,000 at the start of that year. I saw first-hand how Giacobbe was playing both sides of the issue and cashing in big time so I OPRAed his 2023 bills in Hanover. The Hanover BA took 53 days to fulfill my OPRA request and the bills are badly redacted. I received the bills right after my blog of over 10 years was suddenly removed. Repost: Overpaid to Overspend. Nancy Cardone and Her Team Members Undid Our Transparency Measures that Posted Public Contracts Like These on Our District Website.

The interim Business Administrator for the Lodi BOE, Michael Rinderknecht, was paid $15,511.88 for the month of March. That would result in a salary of $186,142.56 for twelve months. That would exceed the total cost limit of $173,250 listed in his contract. It's absurd that the Board would allow this interim to work remotely one day a week. These payments are excessive and wrong. When Lodi receives millions in additional state and refuses to lower taxes, you can be sure that those in charge of the district's finances and arguing against tax relief are the ones benefitting the most financially.
