Donald Scorzetti’s Unjust and Shameful Hearings Targeting a Well-Respected Lodi Police Captain Resume on Wednesday February 2nd. People Should Watch the Hearings to See for Themselves What This Is Really About.

People should spend time watching the hearings to see how ridiculous Donald Scorzetti’s allegations are.  Lodi residents need to see how Donald Scorzetti and those in the administration that have enabled him are squandering Lodi tax dollars for a vendetta that should never have reached this far.  It’s an abuse of power and misuse of public funds.

Using public funds to target people with frivolous charges must come to an end in Lodi.  Today it is a well-respected Police Captain, Theresa Grillo.  Tomorrow it will be someone else.  It could be you.

Greedy Doug Petty Decided a New Contract and Larger Raises for Himself Long Before the Board Took Up the Matter. Doug Petty is Clearly Manipulating and Controlling 7 Unprepared and Ill-Informed Board Members (2 of which have immediate family members working under Doug Petty)…

This is from Doug Petty’s Current Labor Agreement (the unexpired contract that the Lodi BOE is working to replace):

Contract-Superintendent Petty.pdf (lodi.k12.nj.us)

This is from the 2021-2022 User Friendly Budget which was created a year ago. It should have listed $181,030. Instead it lists $192,000:

Link to user friendly budget (not a detailed budget) from the district website:

SAS System Output (lodi.k12.nj.us)

Doug Petty’s labor agreement is showing a $181,030 base salary for this year.  The district’s user-friendly budget is showing a $192,000 base salary for this school year before a new contract was ever approved or listed as an agenda item.

Seven Board Members have relinquished all responsibilities and duties to Doug Petty.  Lodi has returned to the old days of rubber-stamping and nothing else.  No reading. No researching.  No questioning.  No accountability.  Dennis Frohnapfel placed in writing that not one board member saw a copy of a detailed budget before they approved the budget and raised Lodi taxes.

Doug Petty’s actions and decisions with his own contract are the reason why Doug Petty and Dennis Frohnapfel are illegally denying the public access to a detailed budget.

Being the Board has been so secretive and works without any transparency, they probably are giving Doug Petty more than what is listed on the user-friendly budget.

Doug Petty came to Lodi from Newark with no district wide experience as a superintendent or assistant superintendent.  He began his first year in Lodi by shutting down schools and having parents pick up packets on tables left out on school parking lots.  He increased school spending 8.4% in just 2 years.  His board members rubber-stamped his tax increases without ever seeing a budget.  They raised taxes at a time when Lodi was receiving millions more in state aid.   They removed all transparency measures that some people fought so hard to get in place.

Doug Petty should be elated that he was given an opportunity to work in Lodi and with a 5-year contract.  He is yet to earn the salary listed in his current contract.  He hasn’t proven himself as an effective superintendent or innovative leader.  It’s mind boggling that 7 board members are allowing him to write a new contract for himself to replace an unexpired one.  In Lodi, failure pays.  Literally.

Former Board Member Natalie Delgado who was the running mate of Nepotism Nancy and Sharon Salvacion was right when she said that Doug Petty was inexperienced and the wrong choice for Lodi.  She also shed light on how Doug Petty was shutting the board members out of some of the most important district matters such a school reopening plan.

As a Former School Board Member from Morris County, Douglas Petty is Aware of Laws Pertaining to the Altering of Unexpired Superintendent Contracts...

After undoing all transparency measures,  Douglas Petty is trying to sneak in a new contract for himself.

Since day one, Doug Petty's number one priority has been Doug Petty. He believes the struggling taxpayers of Lodi should be paying for his beach house, Mercedes, and everything else he desires.

Unfortunately for Lodi, Doug Petty has board members dumb enough to go along with him.

They should all be ashamed of themselves for trying to alter the Superintendent's unexpired contract this week without providing the required notice and public hearing.

The Lodi BOE is Attempting to Bypass the Required 30 Day Notice and Public Hearing to Further Enrich and Prolong Failed Superintendent Douglas Petty...

Wednesday's Agenda:

The Law:

30 DAY NOTICE & PUBLIC HEARING

Required:

18A:11-11 Public notice required for alteration of contract terms of certain employees.

5.A board of education shall not renegotiate, extend, amend, or otherwise alter the terms of a contract with a superintendent of schools, assistant superintendent of schools, or school business administrator, unless notice is provided to the public at least 30 days prior to the scheduled action by the board. The board shall also hold a public hearing and shall not take any action on the matter until the hearing has been held. The board shall provide the public with at least 10 days' notice of the public hearing.

L.2007, c.53, s.5.

An Article for the Lodi Board of Education as It Attempts to Break the Law this Wednesday: "Oops. Board has to re-do superintendent’s contract after botched vote."

Link to article from the Asbury Park Press:

From the article:

“Before a contentious crowd of nearly 300 teachers, parents and others on Tuesday, Wall Township’s board of education president said the board would hold a do-over of a controversial contract approval for its superintendent.

The board said it will abide by a court ruling last week overturning its 2017 approval of raises and an extension of the superintendent’s contract, and would hold a new vote on May 7 -- this time with the required 30 days notice and public hearing.”

And,

“Kathleen Doran, an attorney and mother of three Wall students who had joined the Wall Township Education Association Union as a plaintiff in the contract’s appeal, reminded board members that others had cautioned against the 2017 vote, which was approved by a 5-1 vote, with three members abstaining due to conflicts of interest.

“You own them an apology,” Doran told the board.”

Nancy Cardone Has Every Family Member Employed by the Lodi Board of Education. Nancy Cardone Appointed Herself to Chair the Personnel Committee.

Nancy Cardone is not supposed to vote on most personnel matters or participate in most personnel discussions.  Yet Nancy Cardone named herself the Chair of the personnel committee.  Does that make sense?

Douglas Petty is running all personnel decisions by somone with the worst conflicts of interest. It's called blatant corruption.

Lodi Superintendent Douglas Petty and the Board of Education Have Undone All Transparency Measures. They No Longer Answer Any Questions at Public Meetings and They Don't Keep a Record of Hearing of Citizens. Therefore, It's Necessary to Submit OPRA Requests Like This Just to Obtain Basic Public Information...

The Lodi Board of Education raised taxes this year as it was receiving millions more in additional state and federal aid. The public has a right to see where the money went. Some of the aid was federal covid relief money.
