Karen Viscana is Completely Ignorant of State Laws that were Enacted While She was the Appointed “Mayor” of 2007...




Update to Address more Viscana Lies: 1) Chris Christie wasn't governor in 2007. It was 2007 legislation.  2) The "special counsel" position was eliminated in 1991 when Luna was removed from office.  Karen created a new position in 2007 for Marcel Wurms.


As soon as Karen Viscana became appointed mayor in July 2007, she created a new $65,000 position for her Marcel Wurms.  The title was “special borough counsel”.  It was supposedly for a professional service being it met none of the requirements for a town employee.


Karen Viscana enrolled Marcel Wurms in the public pension system for town employees (PERS).  Legislation prohibiting this act was signed into law on May 9, 2007.  Karen was on the council when it was signed into law.  As new law required the removal of professional service contractors from the pension system, Karen Viscana was adding Marcel Wurms.

Karen Viscana either intentionally broke the law for her Marcel Wurms or she was totally ignorant of laws being passed right in front of her.  Probably both.


Karen loves attention.  Karen is stuck in the past.  She probably gets a thrill that her name appears on this blog.  I am only posting this because so many people said this week that they find Karen so annoying for trying to explain everything in town when she doesn’t have a clue about anything today just like she didn’t while on the Lodi council.


Karen violated public laws and public trust which resulted in Lodi taxpayers paying one of the highest corruption taxes in New Jersey.  While she committed illegal acts with public funds, she obsesses over the state’s most corrupt politicians targeting my free speech on a blog which exposes their corruption.


My investigative reports posted on this blog resulted in a state agency stepping in and removing both Marcel Wurms and Gary Paparozzi from the public pension system for their made up patronage positions.  I guess I knew what I was talking about.  Unlike Karen, I research things.


Legislation enacted into law in 2007 also addressed caps and limits on sick day payouts.  Karen showed this week that she had no familiarity with that either.

Lodi Should Have Anticipated this. It's time to act responsibly.

The borough and BOE had plenty of time to find savings with so many town services fully or partially shut down.  It's their responsibility now to act responsibly instead of taking worse advantage of the Lodi taxpayers who are struggling now more than ever before.

The BOE budget is always padded and full of waste.   Giacobbe has become a new poster child for BOE waste and abuse over the past year.  Real nice "doctrine of necessity" resolution Giacobbe just drew up. You can really trust him with public funds.

Some board members want to pay Frank Quatrone hundreds of thousands of Lodi tax dollars in an illegal sick day payout.  Why? Because Quatrone made Michael Cardone a principal and hired Donald Scorzett's girlfriend as Scorzetti was voting on Quatrone's illegal contract.

Retired officers are still sitting in empty schools receiving full pay.  Other departments are receiving full pay while not working.

The boro and BOE always felt that they were exempt from the real world and from any shared sacrifices. It's time for them to change and act responsibly before they raise taxes during this depression like economic environment.

Special Payouts. Total Secrecy. Time for Answers & Transparency from Lodi’s Kleptocrats…




Background:  Every now and then someone from boro hall will reach out to discuss an issue.  They tell me to feel free to ask questions.  When I ask questions, they retreat.   Instead of providing answers, they ask me to file OPRA requests.  When I file OPRA requests, they don’t fulfill them because they say they are working from home because of covid. When I submit questions for public meetings, Alan Spiniello tells them not to answer because an OPRA request has been submitted for the answers.  After a month, they tell me that they don't have any public records for my requests even though I have proof the records exist and that they are in possession of them. 


This scenario played out again this week.  I was invited to send questions.  I sent fair, relevant, clear, respectful questions.  These questions should have been answered before the sick day payout, not after.  None of my questions were answered.  I was told to file more OPRA requests knowing that this administration does not fulfill them.  Phil Murphy gave them a tool to hide public records in the name of covid.

Being state law changed in 2007, can you provide an agreement the borough had with Anna Belli in 2007 that would pay her beyond $15,000 in the year 2020?  If so, was that agreement memorialized in any future contracts? How much has Anna Belli been paid cumulatively with her December sick day sell backs? Was her $25,146 based on a 2007 salary or salary at time of retirement? Can you provide a breakdown?

Like Aging Rockers, it’s time for Karen Viscana to exit the stage…


After seven decades of nasty, some people still don’t know when to hang it up. 


Instead of seeking wisdom and maturity with age, Karen Viscana has grown more immature and more dishonest.  She makes less sense today than she did as a council person.


She is stuck in the past and clinging to a distorted delusion of self-importance. Karen Viscana refuses to take up anything productive.


The borough hall should find a better spokesperson.  Someone with facts.  Someone somewhat coherent.
